Richieste principali dell’iniziativa

string(4539) "Federal popular initiative “Yes to an independent, free Swiss currency with coins or banknotes (Cash Is Freedom)”
The federal popular initiative seeks to provide stronger constitutional protection for physical cash and the independence of the Swiss currency. It supplements Article 99 of the Federal Constitution and obliges the Confederation to ensure that coins or banknotes are always available in sufficient quantities. At the same time, it calls for any replacement of the Swiss franc by another currency to be submitted to a vote of the People and the Cantons.
Core concerns of the initiative
- Safeguarding physical cash under constitutional law The initiative expressly refers to coins and banknotes. This is intended to ensure that physical Swiss cash remains permanently available and cannot be completely displaced by electronic or digital means of payment.
- Ensuring an adequate supply of cash The Confederation is to ensure that coins or banknotes are always available in sufficient quantities. The initiative text does not specify in greater detail what quantity is considered sufficient or how this obligation is to be implemented in practice.
- Protecting the Swiss franc as an independent currency The initiative seeks to prevent the Swiss currency from being replaced by another currency without the direct participation of the population. Such a decision is to be mandatorily subject to a popular vote.
- The People and the Cantons decide on a change of currency Under the initiative text, the replacement of the Swiss franc by another currency must be submitted to a vote of the People and the Cantons. This is intended to ensure explicit democratic safeguards for a fundamental change to the currency system.
- Maintaining independence from digital payment systems In principle, cash can be used without an internet connection, card reader or personal digital payment application. The initiators regard this as an important contribution to individual independence and to the functioning of payment transactions in extraordinary situations.
- Strengthening freedom of choice in payment transactions The initiative is not directed against digital means of payment, but seeks to retain physical cash as an alternative. Citizens are to continue to be able to use coins and banknotes even in an increasingly digitalised economy.
- Maintaining privacy when making payments Cash enables payments without every individual transaction having to be automatically recorded electronically. Supporters regard this as an important component of financial privacy.
Further information
The initiative was launched by the Freiheitliche Bewegung Schweiz (FBS). The “Cash Is Freedom” initiative committee is chaired by Richard Koller. The collection of signatures begins on 17 August 2021. On 15 February 2023, 137,081 signatures are submitted, of which the Federal Chancellery recognises 136,767 as valid.
The initiative text supplements Article 99 of the Federal Constitution with two provisions. Under these provisions, the Confederation ensures that coins or banknotes are always available in sufficient quantities. In addition, the replacement of the Swiss franc by another currency must be submitted to a vote of the People and the Cantons. However, the initiative does not create a general right to be able to pay with cash everywhere, and does not oblige private enterprises to accept cash.
The Federal Council and Parliament recognise the concern of safeguarding the supply of cash and the Swiss franc at constitutional level, but reject the wording of the initiative. They have therefore put forward a direct counter-proposal to it. This stipulates in the Federal Constitution that the Swiss currency is the franc and that the Swiss National Bank ensures the supply of cash.
In the popular vote of 8 March 2026, the initiative receives 45.61 per cent of the votes in favour and 54.39 per cent of the votes against and therefore does not obtain the required popular and cantonal majorities. The direct counter-proposal is accepted with 73.41 per cent of the votes in favour. As a result, the Swiss franc as the Swiss currency and the guarantee of the supply of cash are enshrined at constitutional level.

Richieste principali dell’iniziativa

Indipendenza dai sistemi tecnici

The federal popular initiative “Yes to an independent, free Swiss currency with coins or banknotes (Cash Is Freedom)” calls for the availability of coins and banknotes and the status of the Swiss franc to be safeguarded under constitutional law. The Confederation is to ensure that coins or banknotes are always available in sufficient quantities. In addition, any replacement of the Swiss franc by another currency is to be mandatorily submitted to a vote of the People and the Cantons.
The initiative’s main concerns include:
- Enshrining the permanent availability of coins or banknotes in the Federal Constitution.
- Obliging the Confederation to ensure a sufficient quantity of physical cash.
- Protecting coins and banknotes from being completely displaced by digital means of payment.
- Strengthening the Swiss franc as an independent national currency.
- Mandatory voting by the People and the Cantons if the Swiss franc is to be replaced by another currency.
- Maintaining a means of payment that can, in principle, function without electricity, the internet or electronic payment systems.
- Strengthening freedom of choice, privacy and independence in payment transactions.

Federal popular initiative “Yes to an independent, free Swiss currency with coins or banknotes (Cash Is Freedom)”

#argumenteproen_start#
Protection of coins and banknotes
- Supporters argue that the explicit mention of coins and banknotes in the Federal Constitution creates particularly clear protection for physical cash.
- This is intended to prevent cash from gradually being completely replaced by electronic or other digital means of payment.
Independence from technical systems
- In principle, cash also functions without an internet connection, smartphone, payment application or card reader. Supporters regard this as an important advantage in the event of power cuts, technical disruptions or cyberattacks.
- An adequate supply of cash would therefore increase the resilience of payment transactions in crisis situations.
Protection of financial privacy
- Cash enables payments without every individual transaction having to be automatically stored electronically and linked to a personal user account.
- Supporters consider this possibility an important component of privacy and personal freedom.
Freedom of choice in payment transactions
- The initiative does not prohibit digital means of payment, but calls for the permanent retention of coins and banknotes.
- In the view of supporters, citizens should be able to decide for themselves whether they wish to pay with cash or electronically.
Democratic control over the currency
- The replacement of the Swiss franc by another currency is expressly to be possible only with the approval of the People and the Cantons.
- Supporters regard this as an additional political safeguard for Swiss monetary sovereignty.
Protection against the complete digitalisation of money
- Supporters fear that an exclusively digital monetary system could increase the population’s dependence on banks, payment service providers and technical infrastructures.
- The explicit safeguarding of coins and banknotes is intended to ensure that physical central bank money remains available as an alternative.
Cash as basic social infrastructure
- Cash is immediately understandable and usable for practically all population groups and, in principle, does not require a digital device or user account.
- Supporters therefore regard a functioning supply of cash as part of generally accessible economic infrastructure.
#argumenteproen_end#
#argumentekontraen_start#
Existing statutory safeguards
- Opponents point out that the law already stipulates that the franc is the Swiss currency and that the Swiss National Bank ensures the supply of cash. There is therefore no immediate practical need for action.
Undefined concept of a sufficient quantity
- The initiative requires coins or banknotes always to be available in sufficient quantities, but does not define when a quantity is considered sufficient. Opponents see this as unnecessary room for interpretation and a possible source of legal uncertainty.
Unclear responsibility of the Confederation
- Under current law, the Swiss National Bank ensures the supply of cash. By contrast, the initiative expressly assigns responsibility for ensuring this to the Confederation, without specifying in greater detail how its responsibility relates to the task of the independent National Bank.
Popular vote on a change of currency already guaranteed
- Opponents argue that a fundamental change to the Swiss currency would in any event require constitutional amendments. Constitutional amendments must already be approved by the People and the Cantons, which is why the initiative’s explicit provision is regarded as redundant.
No right to pay with cash
- Although the initiative guarantees the availability of coins and banknotes, it does not oblige shops, restaurants or other private providers to accept cash. Opponents therefore point out that it does not comprehensively safeguard the actual usability of cash in everyday life.
Direct counter-proposal fulfils the central concerns
- The Federal Council and Parliament take the view that the direct counter-proposal implements the initiative’s key concerns more precisely. It enshrines the franc as the Swiss currency and the supply of cash in the Federal Constitution, while using wording that already exists and has been legally tested.
Predominantly symbolic effect
- Opponents argue that the initiative would have hardly any immediate effects in everyday life, since the supply of cash is already guaranteed and the franc is already established by law as the Swiss currency. The initiative would not create any new tasks or specific additional services.
